IRIS²: Τhe EU's New Flagship Space Initiative

A New Satellite System for Secure Connectivity

The European Commission has officially launched IRIS² (Infrastructure for Resilience, Interconnectivity, and Security by Satellite), a groundbreaking project aimed at ensuring secure communications through a system of 290 satellites.

Following the successes of Galileo and Copernicus, IRIS² represents the EU’s third flagship space initiative. Designed to address long-term challenges surrounding the security and resilience of satellite connectivity services, IRIS² will provide:

  • Secure connectivity for EU member states and governmental authorities.

  • High-speed broadband for private companies and citizens, including coverage of remote and underserved areas lacking connectivity.

The system will combine the capabilities of Medium Earth Orbit (MEO) and Low Earth Orbit (LEO) satellites, offering enhanced connectivity solutions across Europe.

Public-Private Partnership with SpaceRISE Consortium

The implementation of this ambitious project has been entrusted to the SpaceRISE consortium, which includes leading European satellite network operators:

  • SES SA (Luxembourg)

  • Eutelsat SA (France)

  • Hispasat S.A. (Spain)

The consortium is supported by prominent European subcontractors within the satellite communications ecosystem, including Thales Alenia Space, OHB, Airbus Defence and Space, Telespazio, Deutsche Telekom, Orange, Hisdesat, and Thales SIX.

This collaboration prioritizes competitiveness and innovation, ensuring opportunities for SMEs and new market entrants within the supply chain.

The 12-year concession contract establishes a robust public-private partnership to deliver both governmental and commercial connectivity services by 2030. To ensure the project's financial sustainability:

  • Initial funding commitments will come from the current EU Multiannual Financial Framework.

  • Future funding beyond 2027 will depend on the approval of successor programs by the European Parliament and the Council of the EU.

Through IRIS², the European Union aims to position itself as a global leader in secure satellite connectivity. This initiative not only addresses current connectivity needs but also lays the foundation for Europe’s strategic autonomy in an increasingly digitalized world.
