What Changes Businesses Can Expect from Cyprus’ Registrar of Companies Reforms

New Legislative Reform Package Modernizes Cyprus Companies and Intellectual Property Registrar

A package of legislative reforms aimed at modernization, process simplification, and facilitation of business activity was published on July 25 and September 19, 2025, in the Official Gazette of the Republic. The reforms are part of the Action Plan for the modernization and reorganization of the Department of the Registrar of Companies and Intellectual Property.

According to the Ministry of Energy, Commerce and Industry, the initiative introduces 64 new and redesigned types of certificates and registration certificates—24 certificates and 40 registration certificates. These will be issued by the Companies Section of the Department through its new information system solution, covering the full range of registered entities in the Registrar’s database. These include companies, foreign companies, European companies, European Economic Interest Groupings, trade names, and cooperatives.

The new framework, among other provisions, establishes:

  • Full electronic issuance, delivery, and certification of all certificates and registration certificates, minimizing the need for in-person transactions.

  • Bilingual certification (Greek/English), enhancing accessibility and cross-border cooperation.

  • Introduction of new types of certificates to meet modern business requirements.

  • Adoption of the Department’s electronic seal to ensure the authenticity of documents and the information they contain.

The legislative changes are expected to reduce processing times for certificates and registrations through upgraded digital procedures, enhance document security and cross-border utility, and facilitate international transactions with the issuance of bilingual certificates.

The comprehensive legislative package was prepared by the law firm Chatzianastasiou, Ioannides LLC under a contract signed with the Ministry, the announcement concludes.
