Cyprus Eyes Online Casino Regulation: Gaming Authority Steps Up Preparations

The Cyprus Gaming and Casino Supervision Commission (CGC), in exercising its supervisory role, is systematically monitoring international developments and preparing on institutional, technical, and operational levels to be ready to provide well-documented recommendations and support the State in any future decision concerning the regulation of online gambling.
In an official statement, the Authority emphasized that any future regulation of the online gaming sector should be based on the principles of transparency, responsibility, and social protection, ensuring legality and a balance between sectoral growth and player protection.
Referring to recent media reports about the potential regulation of online casinos in Cyprus, the CGC clarified that the current legal framework, as defined by Law 124(I)/2015 and the 2017 Concession Agreement, provides exclusive rights for the operation of the Integrated Casino Resort and its satellite branches.
Whether this exclusivity extends to the online sector, the Authority added, remains a legal and contractual issue that is being assessed by the relevant State bodies as part of a broader review of the matter.
The Authority further noted that it is studying various international regulatory models, including approaches that grant online casino licenses for operations directed exclusively toward foreign markets.
Such practices, already in place in countries like Malta and Gibraltar, may serve as valuable comparative case studies for potential adaptation to the specific needs of the Cypriot market.
The Cyprus Gaming and Casino Supervision Commission also stated that it possesses the institutional framework, expertise, and experience necessary for the effective supervision of all forms of casinos, whether physical or online.
With certified information systems, specialized personnel, and recognized international partnerships, the CGC affirmed that it has already developed the necessary infrastructure and procedures to meet the demands of a modern regulatory authority.
