Paphos Marina Project Opens for Expressions of Interest
Plans for a 1,000-Berth Marina with Commercial and Residential Development in Potima, Kissonerga
The Deputy Ministry of Tourism has announced a call for preliminary expressions of interest for the construction and operation of the Paphos Marina in Potima, Kissonerga. Interested economic operators have until January 22, 2025, to submit their proposals.
According to Andreas Demetriades, President of the Association of Large Developments, the project includes a 1,000-berth marina with potential for commercial and residential development. Additionally, the plans feature optional infrastructure to accommodate cruise ships.
The Deputy Ministry of Tourism aims to launch a two-phase tender process under a D.B.F.O.T. (Design, Build, Finance, Operate, Transfer) concession agreement with the Republic of Cyprus.

Phase 1: Submission of expressions of interest.

Phase 2: Submission of bids by preselected candidates.
Consultations between the state and interested companies will follow, ensuring that the tender specifications attract significant investor interest.
Demetriades stated that the official tender is expected to be announced between April and July 2025. The winning bidder will be selected by late 2026, with construction projected to be completed by 2029.
“This ambitious project will boost foreign company interest in Paphos, encouraging them to either undertake construction projects or relocate their regional or central offices to the area,” Demetriades concluded.
