Paphos Marina Project Tender Officially Launched
The project will be built on a 165,000-square-meter state-owned site in the Potima area of Kissonerga.
The Deputy Ministry of Tourism has announced the launch of the tender process for the development of the Paphos Marina through a long-term DBFOT (Design, Build, Finance, Operate, Transfer) concession.
The project will be built on a 165,000-square-meter state-owned site in the Potima area of Kissonerga. It envisions the creation of a state-of-the-art marina with a capacity of 1,000 recreational vessels, both in-water and onshore. In addition to the marina, the development will include residential and commercial units, with optional provisions for hotel infrastructure and a cruise ship berth.
The tender process will be conducted in two distinct phases:

Expression of Interest (Phase 1): Eligible economic operators are invited to express their interest and, after evaluation, may qualify for the next stage.

Invitation to Tender (Phase 2): Selected candidates will be asked to submit detailed proposals, leading to the final concession agreement covering the design, construction, financing, operation, and eventual transfer of the project.
The Paphos Marina aligns with Cyprus’ wider tourism strategy, aiming to:

Deloitte and Triton Consulting Engineers are the project advisors.
Tender notices will be published in the Official Journal of the European Union and the Official Gazette of the Republic of Cyprus. All related documents, including the Invitation for Expression of Interest and subsequent tender documents, are available on the Cyprus eProcurement Platform, where interested economic operators can register as suppliers.
