Cyprus Parliament Opens Debate on the 2026 State Budget

Finance Minister Makis Keravnos and Central Bank Governor present key analyses and forecasts.

The Parliamentary Committee on Finance and Budget begins today, Monday, the debate on the 2026 state budget, which was submitted to the House of Representatives in early October.

The Committee’s first session starts at 9 a.m., attended by Finance Minister Makis Keravnos, who will present an analysis of state revenues, fiscal indicators, economic policy, and the overall public finance outlook. Representatives from the Treasury, the Directorate General for Growth of the Ministry of Finance, and the Public Debt Management Office will also take part in the discussion.

At 12:15 p.m., Central Bank Governor Christodoulos Patsalides will deliver his address, presenting an overview of the economic situation and projections for 2026. This will be followed by a statement from Fiscal Council President Michalis Persianis, who will focus on the sustainability and resilience of public finances.

The government describes the 2026 state budget as “development-oriented and surplus-generating,” aiming to reduce public debt while strengthening social policy and citizen security. Total revenues are estimated at €12.68 billion and expenditures at €10.78 billion, excluding loan repayments and interest payments. Including these, total spending amounts to €13.72 billion.

The Finance Committee’s debate on the budget is scheduled to continue until November 17. According to House President Annita Demetriou, the goal is for the plenary session to vote on the budget on December 15, 16, and 17.
