HIO Recognizes IT System Distortions, Aims for Upgrades
New Strategic Plan Targets Enhanced Usability and Efficiency of GeSY IT System.
The Health Insurance Organization (HIO) is continually upgrading the functions of the General Health System’s (GeSY) IT System to enhance its usability and efficiency and address any distortions, according to specific goals outlined in its Strategic Plan for 2024–2026.
The organization aims to continue implementing small and medium changes to the IT System through a pre-purchase model for software development services.
The HIO will maintain its existing model for significant IT System changes by exerting pressure on contractors to expedite these updates. The key goals for the upcoming two years include:
First, implementing changes based on measurable criteria, such as investment efficiency, with a focus on combating abuse.
Second, enhancing the usability of beneficiaries' electronic medical history and automating the transfer of information from the medical history to the patient’s profile (patient summary).
Third, acquiring and installing a protocol management system and integrating it with the reimbursement systems.
Fourth, connecting the IT System with other systems (APIs), such as those used by health centers, pharmacies, labs, and hospital systems.
Fifth, linking the IT System with other organizations, including the Ministry of Health, universities, and research centers, to facilitate the dissemination of medical information collected within the IT System to the medical, paramedical, and research communities.
Additionally, the goals include developing a Health Mobile App for citizens in collaboration with the Ministry of Health and the Deputy Ministry of Research, Innovation, and Digital Policy.
As part of the enhancement of capabilities and systems for advanced data analytics and fraud detection, using business intelligence and artificial intelligence technologies, the HIO is considering transferring advanced data analytics operations from the production environment to a backup environment and creating a specialized database and environment for this purpose.
Moreover, the Board of Directors may also decide to assume direct management of the special-purpose company responsible for the IT System. To this end, the existing services offered by the Contractor Company are being evaluated to determine whether they will continue to be provided by external partners or if the HIO will undertake them directly.
Despite occasional criticism, the organization considers that "the overall condition of the IT System software is rated as very good, with its efficiency and availability proven to be at high levels."
HIO Strategic Plan:
Providers have adapted to the IT System's requirements, and complaints have significantly decreased. There is an ongoing need to implement changes related to the system's functions and abuse prevention. The HIO has reached an agreement with the Contractor Company on the implementation of changes, resulting in an accelerated pace of IT System updates.
