Cyprus Interior Ministry Launches Auction-Based Land Allocation for Solar Parks
Designated areas will support a more strategic approach to solar park placement.
The Cyprus Interior Ministry has initiated a process to designate specific “go-to areas” for the development of photovoltaic (solar) parks based on environmental and other criteria. This change is part of a new land allocation framework that includes an auction system, aimed at ensuring transparency, fairness, and economic benefits.
In a recent statement, the Interior Ministry highlighted that since May 2023, upon the Minister’s directive, the practice of unrestricted state land allocation for solar parks was halted due to a lack of clear criteria. Previously, any interested party could request and secure available state land for solar park development through the Department of Lands and Surveys without standardized criteria. This led to large-scale allocations without strategic planning, often sparking opposition from local communities.
The Ministry has since begun defining designated “go-to areas” for solar parks, ensuring that each area meets specific environmental and regulatory standards. These designated areas will support a more strategic approach to solar park placement, addressing previous planning and community concerns.
Additionally, the Ministry is developing a new land allocation framework based on an auction system. This process will enhance transparency and merit-based land distribution, contributing to a fairer, economically beneficial approach for state land usage.
