Cyprus Records Second-Lowest Online Learning Participation in the EU
While online education adoption increased across the EU, Cyprus saw a drop in internet users engaging with e-learning tools and courses.
A decline in the use of online educational tools and courses was recorded in Cyprus in 2024, contrasting with an increase across the European Union, according to data released by Eurostat, the EU’s statistical office.
Cyprus ranked as the second-lowest EU country in online learning engagement, surpassing only Romania.
In 2024, only 11% of internet users in Cyprus reported having taken an online course or used digital educational materials in the past three months, according to Eurostat’s annual survey. This marks a 5-percentage-point drop from 16% in 2023.
During the same period, EU-wide participation in online learning rose from 30% in 2023 to 33% in 2024, reflecting a 3-percentage-point increase.
Among EU member states, online education was least common in: Romania (10%), Cyprus (11%), and Bulgaria (17%).
Conversely, the highest engagement was recorded in: Ireland (61%), Netherlands (59%), Finland (53%).
Across the EU, online learning participation was categorized as follows: 18% of internet users attended online courses, and 29% used digital educational resources.
The highest rates of online course participation were observed in: Ireland (36%), Finland and Spain (32% each).
Meanwhile, the use of digital educational materials was most widespread in: Netherlands (53%), Ireland (52%), and Finland (46%).
In Cyprus, around 10% of internet users attended online courses in 2024, while a similar 10% engaged with digital educational materials, reflecting the overall low adoption rate compared to EU averages.
