Paphos Marina Project Moves Forward: Tender Process Set for April
Multi-Million-Euro Development to Include Residential, Commercial, and Cruise Ship Facilities
The long-anticipated development of the Paphos Marina is finally taking shape. The project, designed to accommodate 1,000 vessels and include commercial, residential, and optional cruise ship infrastructure, is set to enter the tendering stage. The Ministry of Tourism plans to publish the tender on April 2, 2025, through the Public Procurement System.
According to official sources, the Ministry of Tourism intends to launch a Design, Build, Finance, Operate, and Transfer concession process. The agreement will be between the Republic of Cyprus and the successful bidder.
As Brief reports, the tender process consists of two phases:

Expression of Interest: Interested economic operators will submit their initial applications.

Invitation to Tender: Pre-selected candidates will be invited to submit full bids.
Economic stakeholders have already submitted feedback and proposals by January 22, 2025, regarding the upcoming competitive process. Their suggestions aim to attract suitable investors and ensure the most favorable concession terms for the Republic of Cyprus.
The awarding authority will evaluate the submitted comments and may incorporate relevant recommendations into the final tender documentation.

The project entails licensing, construction, and operation of the marina in the Kissonerga area, supporting Cyprus’s maritime tourism sector. The development will feature a state-of-the-art marina with optional cruise ship docking facilities, alongside residential and hotel developments.
Located in the Potima area, approximately 15 minutes from Paphos city center, the marina will span approximately 155,000 square meters. The initiative, originally conceived in 1990, is expected to cost over €400 million.
The marina will have a capacity of 1,000 vessels, including 650 sea berths and 350 land-based spaces for maintenance, repairs, and storage. It will also accommodate luxury yachts and include essential operational facilities such as administrative buildings.
The residential units within the marina will be available under long-term lease agreements for tenants and subtenants. Additionally, the marina will be designated as an official entry point to the Republic of Cyprus.
The Ministry of Tourism has conducted extensive studies to refine the specifications and tender framework. A specialized consultant is assisting in the documentation process and investor attraction efforts.
Paphos-based entrepreneurs and hoteliers have long pushed for the project’s completion, expressing frustration over delays in securing investors. They remain vigilant in monitoring the process, pledging to intervene where necessary to prevent further setbacks.
The final contract award is expected in early 2026, marking a significant milestone in the realization of the Paphos Marina project.
