Fuel Price Gaps in Cyprus Spark Concerns Over Importers’ Pricing Policies

Consumer Association Flags Regional Price Disparities and EU Price Deviations in Diesel and Heating Oil

Significant disparities in the fuel pricing policies of petroleum import companies in Cyprus were highlighted in a statement released yesterday by the Cyprus Consumers Association.

According to the Association, fuel prices at retail petrol stations vary noticeably between districts. Furthermore, there is a considerable gap in pre-tax prices between Cyprus and the European Union average—particularly for diesel and heating oil.

As an example, the Association notes that on April 28, 2025, the average price of diesel in Cyprus was €0.07 per liter higher than the EU average, heating oil was €0.11 per liter higher, and 95-octane petrol was €0.01 per liter higher.

“Why does the average price of 95-octane petrol closely follow the EU average, while diesel and heating oil prices show such large discrepancies?” the Association questions.

It also states that the pricing policies of fuel import companies in Cyprus show notable variations that appear to be directly linked to international oil price fluctuations. Specifically, during periods when EU pre-tax prices drop, the gap between the EU average and Cyprus average widens significantly. Conversely, when international prices rise, the price gap narrows.

Cross-Border Fuel Purchases and Loss of State Revenue

In addition, the Association presents data on fuel purchases from the occupied areas of Cyprus during the first quarter of 2025 (January–March).

It reports that estimated total purchases of 95-octane petrol from the occupied areas during this period reached 2,922,640 liters. The estimated total loss in state revenue from these transactions is calculated at €2,072,577, while petrol station owners are estimated to have lost €175,358 in revenue.

Similarly, estimated total purchases of diesel from the occupied areas between January and March 2025 amounted to 3,548,220 liters. The estimated total loss in state revenue is €11,339,581, with petrol station owners facing an estimated revenue loss of €388,251.
