Cyprus Issue: Following Geneva Talks, Holguín Returns to Facilitate Next Steps

UN Secretary-General Reappoints María Ángela Holguín as Personal Envoy on Cyprus

United Nations Secretary-General António Guterres announced on Friday the reappointment of María Ángela Holguín of Colombia as his Personal Envoy on the Cyprus issue.

The decision follows an informal meeting on Cyprus held in expanded format in Geneva on March 17–18, during which the Secretary-General asked Holguín “to reconnect with the involved parties in order to work on the next steps regarding the Cyprus issue and to provide him with advice.”

Holguín previously served in the same role from January to July 2024.

According to the UN Secretary-General’s office, Holguín has extensive diplomatic experience at the highest levels, including her tenure as Colombia’s Minister of Foreign Affairs from 2010 to 2018.

She also acted as the Colombian President’s envoy during peace negotiations in Havana (2015–2016) and served on the Cabinet for the Post-Conflict Period (2017–2018).

Throughout her diplomatic career, Holguín has held several high-ranking positions: she was Colombia’s Permanent Representative to the United Nations, Ambassador to Venezuela, and Deputy Minister of Foreign Affairs.

Holguín holds a degree in Political Science from the University of the Andes in Bogotá, Colombia. She also studied at the Centre for Diplomatic and Strategic Studies (Centre d’Études Diplomatiques et Stratégiques) and at the Sorbonne University in Paris. In addition to Spanish, she speaks English and French.
