Parliament Bans Mobile Phone Use in Schools with New Regulations

New Rules Aim to Improve Student Well-Being and Focus

With 17 votes in favor, 11 against, and one abstention, the Cyprus Parliament has approved new regulations prohibiting students from using mobile phones and other smart electronic devices during school hours in Gymnasiums, Lyceums, and Technical Schools.

However, the use of these devices will be permitted in specific emergency situations. Specifically, students may use mobile phones in cases of emergency concerning safety or health issues (e.g., diabetic students using phones to measure blood sugar levels).

The Minister of Education, during parliamentary discussions and afterward, emphasized that the goal is to create a distraction-free school environment that will contribute to students' emotional stability, reduce incidents of cyberbullying, and enhance their overall well-being and academic performance.

AKEL proposed a complete mobile phone ban for middle school students throughout the school day but suggested that high school students be allowed to use their phones during breaks, though not in classrooms, assemblies, or events. This amendment was rejected.

An amendment by DISY was passed, which calls for the Ministry of Education to evaluate the results of the mobile phone ban in relation to rates of misconduct and academic performance during the 2024–2025 and 2025–2026 school years.
