The Path Opens for a Radical Restructuring With a "Package" of up to €400,000

The Central Bank of Cyprus (CBC) is entering a trajectory of significant changes and modernization of its structures. The country's supreme banking authority is launching a major tender through open procedures, seeking specialized consultants for its Human Resources Department.

The project is considered of vital importance for the next day of the CBC, as the award criterion will not be exclusively the lowest price, but the best value-for-money relationship, a fact that demonstrates the Bank's intention to invest in the top available expertise in the market.

The initial estimated value of the contract amounts to €200,000 (excluding VAT). However, an interesting element hidden within the tender documents is the provision for expanding the financial scope by up to 100% of the initial value (i.e., an additional €200,000).

This safety net gives the CBC the flexibility to activate additional services, with a clear focus on supporting promotion cycles within the organization, as well as other supporting HR services, raising the total potential value of the deal to €400,000.

"Framework Agreement" Model

The CBC introduces a highly flexible project management strategy. Following the selection of the contractor, the Bank retains the right, for specific deliverables, to either assign their execution directly to the contractor or to launch a new "mini" tender exclusively among the economic operators who submitted an acceptable offer. The application of this framework agreement model ensures healthy competition and quality of services over time.

The Timeline

Interested firms have approximately one month to study the documents and submit their proposals.

From today, July 3, 2026, until August 7, 2026, in electronic format from the CBC website.

Operators must send their contact details to [email protected] (Subject: "Tender 15/2026 – Provision of HR consulting services"). The CBC clarifies that it bears no responsibility for any incorrect details that might deprive interested parties of crucial clarifications.

The final deadline for the submission of bids has been set for August 7, 2026, at 12:00 noon.

Bids must be submitted by hand into the CBC tender box (Office 018, 80 John Kennedy Avenue, 1076 Nicosia).

The procedure is absolutely strict: investors must deliver a single external sealed envelope, which internally will conceal three separate sealed sub-envelopes: Participation Requirements, Technical Offer, and Financial Offer.

Any deviation from these strict terms will entail automatic disqualification, with the battle for the Central Bank's HR expected to be particularly fierce among the island's major consulting firms.
