How Many Passports Were Revoked After the End of Cyprus’ Golden Passports Program?

Revocations as part of transparency and anti-corruption strategy.

The Cabinet has approved six new recommendations to revoke Cypriot citizenship from 28 individuals who were naturalized through the Cyprus Investment Program, during its meeting earlier this week.

According to the Ministry of Interior, these latest decisions add to 35 previous ones taken by the Christodoulides administration since March 2023, bringing the total number of revocations to 41. These affect 150 people in total—41 investors and 109 family members.

During the same period, the Cabinet also issued citizenship deprivation decrees for 69 individuals, based on initial decisions made between 2021 and 2023. Furthermore, the revocation process has been completed for 15 individuals, including five investors and ten of their relatives.

Since the termination of the Cyprus Investment Program in 2021, a total of 360 individuals have been targeted for loss of citizenship—101 investors and 259 family members. Out of these, 112 have had their documents officially annulled.

The Ministry emphasized that the annulment of citizenships obtained through the program is part of the government’s broader strategy to strengthen transparency, combat corruption, and restore the Republic of Cyprus’ international reputation.

In this context, the government, in cooperation with the Legal Service, is finalizing legislative amendments concerning the Population Registry to comply with European Commission recommendations. The changes aim to ensure that past practices, which damaged Cyprus’ credibility, cannot be repeated.

“This is an important reform that strengthens transparency, restores the country’s credibility, and sends a clear message that Cyprus is moving forward with modern European principles and values,” the announcement concluded.
