Zero VAT Applies to Essentials Starting November 4

Key Products Become VAT-Free Through December 2025

Baby milk, diapers for children and adults, feminine hygiene products, as well as certain vegetables and fruits, are among the basic items that will be subject to a zero VAT rate from November 4, 2024, until December 31, 2025, according to the Tax Department.

The department’s announcement details the categories of essential items outlined in the Ministerial Council’s Order (KDP 349/2024).

Specifically, the items include baby milk (liquid and powder), children’s and adult diapers, and feminine hygiene products (tampons, sanitary pads, and incontinence pads).

In the fresh or simply chilled vegetables category, items include potatoes (code ex CN 0701), tomatoes (code CN 0702), onions, shallots, garlic, leeks, and similar vegetables (code CN 0703), cabbages, cauliflowers, and broccoli, kale, kohlrabi (code ex CN 0704), lettuce (Lactuca sativa) and chicory (Cichorium spp.) (code CN 0705), carrots, turnips, beets for salads, wild chicory, celeriac, radishes, and similar edible roots (code CN 0706), cucumbers and gherkins (code CN 0707), leguminous vegetables with or without pods like peas and beans (code CN 0708), eggplants, celery, mushrooms, peppers, spinach, artichokes, uncured olives, pumpkins, zucchini, leafy greens other than lettuce (coriander, parsley, purslane), capers, and fennel (code ex CN 0709).

In the fresh fruit category, items include bananas (code ex CN 0803), figs (code ex CN 0804), citrus fruits (code ex CN 0805) (oranges, tangerines, clementines, grapefruits, lemons, and limes), grapes (code ex CN 0806), melons and watermelons (code ex CN 0807), apples and pears (code ex CN 0808), apricots, peaches, cherries, nectarines, and plums (code ex CN 0809), as well as strawberries and kiwis (code ex CN 0810).
