Digital Citizen Program: Transforming Public Services In Cyprus

Gov.cy, The Digital Assistant, And eID Set The Standard For Accessible And Secure Government Services

The framework of the Digital Citizen program, aimed at providing advanced digital tools and solutions to citizens, professionals, and businesses with security and ease in all interactions and transactions with the state, was presented today in Nicosia by the Deputy Minister of Research, Innovation, and Digital Policy, Dr. Nikodimos Damianou.

During the press conference, the Deputy Minister highlighted the program's key elements, including the Digital Citizen app and the central government portal, gov.cy. Accompanied by the Minister of Labor and Social Insurance, Giannis Panayiotou, he also introduced the Digital Assistant, which will be available on gov.cy starting December 18, 2024. This generative AI tool will offer citizens 24/7 conversational support, providing accurate and immediate information.

Dr. Damianou emphasized that the Digital Assistant is the first solution within the Cypriot public sector to leverage generative AI technologies. The program also includes the eID (electronic identity), with subsidies expected to commence in early January 2025.

Central Government Portal Gov.cy and Digital Assistant

Speaking about the gov.cy portal, the Deputy Minister described it as a modern, user-friendly gateway providing centralized access to government services and websites. Currently hosting around 430 public services, the portal includes next-generation digital services developed with contemporary technology and citizen-focused design principles.

Dr. Damianou explained that these services aim to accelerate the digital transformation of government services, allowing citizens to complete all transactions with public authorities online, conveniently and efficiently. The services are categorized thematically for easy navigation, with additional search features and filters, such as content type and organization, available to simplify access. Moreover, gov.cy provides access to official announcements and a calendar of state officials' activities.

The Digital Assistant, set to launch on December 18, 2024, will initially focus on topics related to Social Insurance Services, gradually expanding its scope. Collaborating with Microsoft, this tool will continuously evolve and improve through interactions, ensuring reliable and relevant information for users.

Digital Citizen App

Dr. Damianou introduced the Digital Citizen app, which initially supports digital versions of identity cards, driver’s licenses, and vehicle inspection certificates (MOT). He highlighted the significance of verifying the authenticity of these documents via a QR code scan, authorized by the citizen.

With over 10,000 downloads already, the app is expected to see broader adoption as familiarity with its features grows. Future updates will include more official documents, extend access to minors over 16 and non-Cypriot residents, and incorporate mechanisms for eID and e-signature verification.

Additionally, plans are underway for interoperability with Greece's Gov Gr Wallet, enabling mutual recognition of digital documents and simplifying life for citizens active in both countries. While these digital documents are not international travel documents, they are legally equivalent to their physical counterparts for use within Cyprus.

Dr. Damianou clarified that using the app and gov.cy services requires an active and verified CY Login profile. However, these digital solutions will not replace existing procedures, ensuring accessibility for individuals less familiar with technology.
