Building Permits in Cyprus Down 28.9% in First Half of 2025

Official data show steep year-on-year declines in construction value, area, and residential units.

A significant 28.9% decrease was recorded in the number of building permits issued in Cyprus between January and June 2025, compared with the same period last year. The drop was even sharper in June 2025, when the number of permits fell by 58.4% year-on-year.

According to data from the Statistical Service of Cyprus (Cystat), a total of 635 building permits were issued in June 2025, compared to 1,528 permits in June 2024 — a decline of 58.4%.

The total value of these permits reached €275.1 million, while the total area covered amounted to 236,700 square metres. Based on these permits, 1,132 residential units are expected to be constructed.

During the first half of 2025, 3,399 building permits were issued, compared to 4,782 in the same period of 2024, marking a decrease of 28.9%.

The total value of these permits dropped by 15.2%, to €1.73 billion (from €2.04 billion in the first half of 2024), while the total area declined by 12.4%. The number of residential units also fell by 13.1%, to 6,616 from 7,616 in the same period last year.

Breaking down the figures by category:

  • Single houses slightly increased by 0.2%, reaching 1,689 units.

  • Residential apartment buildings decreased by 12.5%, to 4,227 units.

  • Semi-detached houses dropped by 7.4%, to 536 units.

  • Mixed-use buildings recorded the steepest decline, falling by 68.5%, to 164 units.
