Building Permits in Cyprus Drop 15.2% in Early 2025

Fewer permits but larger projects: January–April 2025 sees decline in numbers yet surge in value and residential unit growth.

Between January and April 2025, 2,157 building permits were issued in Cyprus, compared with 2,545 during the same period in the previous year — a 15.2% decrease, according to the Statistical Service.

Despite the decline in permits, the total value of these projects rose by 15.4%, while the total area increased by 13.3%. The number of residential units also recorded a notable 12.1% growth.

The sharpest decline was observed in road construction permits, which dropped by 77.5%. Permits for non-residential buildings fell by 41.3%, while those for civil engineering projects decreased by 22.8%.

A more moderate picture emerged for residential building permits, which saw only a 4.4% drop, and for land division permits, which fell by 19.1%.

April 2025 Data

In April 2025, 577 building permits were issued, down from 669 in April 2024 — a 13.8% decrease.
These permits had a total value of €255.2 million and a total area of 204,000 square metres. They are expected to result in 909 new residential units.

Since 1 July 2024, the authority to issue building permits has shifted from municipalities and district administrations to the newly established District Self-Government Organisations (DSOs). All licensing procedures are now carried out through the integrated “Hippodamos” information system.
