Cyprus Extends Urban Planning Amnesty Scheme

Three-Month Extension Granted Due to Increased Application Demand

The Cyprus Ministry of the Interior has decided to extend the Urban Planning Amnesty Scheme for an additional three months, setting a new deadline of June 23, 2025. The decision was based on the high number of applications submitted in recent days and a recommendation from the Scientific and Technical Chamber of Cyprus (ETEK), which acts as the state's scientific advisor.

Since the scheme's launch on September 23, 2024, a total of 948 applications have been submitted nationwide:

  • Nicosia: 310 applications
  • Limassol: 279 applications
  • Larnaca: 92 applications
  • Paphos: 204 applications
  • Famagusta: 63 applications

Notably, 89% of applications involve the legalization of unauthorized modifications in residential developments.

The Urban Planning Amnesty Scheme allows for the legalization of minor planning deviations or exceeding permitted building coefficients, provided that a compensatory fee is paid to the Special Affordable Housing Fund of the Cyprus Land Development Corporation (KOAG).

The scheme applies to various property types, including:

  • Residential, industrial, and commercial developments
  • Office spaces, agricultural and livestock facilities, and storage units
  • Entertainment and hospitality establishments, such as restaurants and recreational venues

To qualify, the development must have an approved urban planning and/or building permit, with all unauthorized modifications completed before September 13, 2024.

To certify the completion date of unauthorized modifications, applicants must provide a declaration from a licensed private surveyor. Applications must be submitted via the "Ippodamos" system to the relevant District Administration Office.
