Electronic Submission and Review of Urban Planning Applications Starting July 1

"IPPODAMOS" System to Digitize All Applications Starting July 1

In anticipation of the implementation of the Local Government Reform on Monday, July 1, 2024, the Department of Town Planning and Housing of the Ministry of Interior informs citizens and planners that the computerized system "IPPODAMOS" will be operational from that day.

As part of efforts to modernize and digitize its services, starting July 1, 2024, all urban planning applications, under the Town and Country Planning Law, must be submitted and processed exclusively online through the new system, following payment of the required fees, according to a Ministry announcement.

Additionally, before submitting a planning application, planners must thoroughly review the Town and Country Planning Delegation of Powers Order, to select the correct Planning Authority for the type and category of development, whether it is one of the five Regional Self-Government Organizations or the Director of the Department of Town Planning and Housing. This step is crucial to avoid submission to an inappropriate Planning Authority and subsequent delays in receiving and processing the application.

It is also reminded that from July 1, 2024, the responsibility for development licensing transfers from the existing urban planning and building authorities (Municipalities, District Administrations, and the Department of Town Planning and Housing) to the five Regional Self-Government Organizations.

To ensure a smooth transition to the new system, the Ministry of Interior has hired and trained additional staff and implemented a package of 22 measures aimed at simplifying the licensing system and speeding up the application review and permit issuance process. The goal is to reduce delays and serve citizens more quickly and efficiently, as stated in the announcement.
