Cyprus Electricity Suppliers Unite Under C.E.S.R.A.

A new association aims to reshape the island’s electricity market with transparency and fair competition.

The founding assembly of the newly established Cyprus Electricity Suppliers’ Representatives Association (C.E.S.R.A.) was held this week, marking an important milestone in the organized and collective representation of electricity suppliers in Cyprus. George Theodotou was elected as the President of the Board of Directors.

According to an announcement by C.E.S.R.A., the association is an independent, non-profit organization that represents electricity suppliers operating in Cyprus. Its primary goal is to promote a mature, transparent, and genuinely competitive electricity market, serving the interests of both market participants and consumers.

C.E.S.R.A. was founded to meet the need for specialized and exclusive representation of electricity suppliers, operating in full cooperation with existing market bodies and frameworks.

Its members are active participants in the Competitive Electricity Market (CAM) and share common objectives:

  • Equal treatment and non-discriminatory access to networks and market mechanisms

  • A stable and predictable regulatory framework

The Association’s mission includes the promotion and protection of the legitimate interests of electricity suppliers, ensuring fair and equal access to networks, market mechanisms, and critical infrastructure. It also aims to strengthen healthy competition, transparency, and neutrality among all stakeholders, while supporting energy transition and innovation, including initiatives such as dynamic pricing, smart grids, virtual power plants (VPPs), and decentralized generation.

In practice, C.E.S.R.A. represents its members before regulatory and administrative authorities, including the Cyprus Energy Regulatory Authority (CERA), the Ministry of Energy, the Transmission System Operator (TSOC), and the Distribution System Operator (DSO).

It submits well-documented proposals on issues such as tariffs, regulated charges, balancing mechanisms, risk management (hedging), guarantees, and capital requirements. The association also monitors and highlights market distortions or conflicts of interest, promotes codes of conduct among its members, and organizes information and training initiatives.

During the inaugural assembly, the first Board of Directors was officially formed as follows:

  • George Theodotou — President

  • George Georgiou — Vice President

  • Phanos Karantonis — General Secretary

  • Lambros Andreadis — Member

  • George Karayioryis — Member

According to the announcement, C.E.S.R.A. will act as a unified institutional interlocutor between the State and all stakeholders, with the goal of developing an efficient electricity market that strengthens competition, transparency, and consumer trust.
