Contract Dynamics: State Employment Edges Up 0.6% Amid Shifting Service Sectors
Number of State Employees Slightly up in June on Annual Basis
The total number of state employees in Cyprus ticked up slightly in June 2026 to 55,162, according to the Statistical Service. While employment in the civil service and security forces recorded minor declines, a 3.5% surge in the educational service pushed the overall annual numbers upward.
Overall Annual Increase
The total number of state employees reached in June 2026, 55,162, recording an increase of 333 employees (0.6%) compared with June 2025.
Divergence Across Services
According to the Statistical Service of Cyprus, employment in the Civil Service and in the Security Forces declined by 1.2% and 0.1% respectively, while increased in the Educational Service by 3.5%.
Rise in Definite Contracts
Compared with June 2025, the largest increase in total State Employees is observed in employees with contracts of definite duration (2.9%), while no decrease is observed in any of the main employee categories.
Sectors Under the Microscope
Focusing on employee categories by Service, the largest percentage increase in employment is recorded for employees with contracts of indefinite duration in the Educational Service (24.7%), while the largest percentage decrease is observed for employees with contracts of definite duration in the Security Forces (-99.6%).
Contract Non-Renewals Explaining the Drop
It is noted that the significant decrease observed in the number of employees with contracts of definite duration in the Security Forces (-99.6%) is mainly attributed to the completion and non-renewal of specific contracts of definite duration in July 2025.
Mid-Year Averages
For the period January – June 2026, the average total number of state employees increased by 0.2% compared with the corresponding period of 2025.
