Cyprus Launches New Pilot Scheme for Foreign Students – Who Can Apply and How

A new residency pathway opens for third-country nationals joining approved training programmes in Cyprus.

The Department of Migration of the Deputy Ministry of Migration and International Protection has announced the launch of a pilot scheme titled “Visitor – Programme Monitoring”, aimed at third-country nationals who wish to attend approved educational institutions or training organisations in Cyprus.

According to the announcement, the scheme applies to programmes lasting more than four months, offered by entities approved by either the Deputy Ministry of Shipping or the Department of Civil Aviation. These entities do not fall under the category of higher education institutions. The initiative effectively fills a regulatory gap for individuals who do not meet the criteria for a student residence permit, providing instead a special temporary residence status for educational purposes.

During the first year of implementation, a total of 200 permits (100 per competent authority) will be issued on a first-come, first-served basis, according to the date of application submission.

Applications must be submitted in person at the Central Offices of the Department of Migration in Nicosia. The applicable fees are set at €70 for the issuance or renewal of a temporary residence permit and an additional €70 for initial registration in the Aliens Registry.
