Leading the Way: Cyprus Hosts EU Summit on Disability Rights
The Cyprus Presidency Gathers Top EU Officials in Limassol to Drive the 2030 Disability Strategy and Community-Led Inclusion.
Aiming to foster a society without barriers, Limassol is currently hosting a High-Level Conference on Disability titled: "Inclusion of Persons with Disabilities: Empowerment and Support in a Community for All." The event is held as part of the Cyprus Presidency of the Council of the European Union.
The Secretariat of the Presidency announced that the conference will bring together senior officials from Cyprus and Europe, alongside representatives from NGOs and civil society. Organized by the Deputy Ministry of Social Welfare, the proceedings are chaired by the Deputy Ministry's Director General.
The core theme of the conference is supporting decision-making for persons with disabilities and providing community-level support services. These efforts aim to enhance social inclusion, empowerment, and autonomy, grounded in the principles of the UN Convention on the Rights of People with Disabilities.
Deputy Minister of Social Welfare, Clea Papaellina, will deliver the opening address. She is expected to underscore the vital importance of crafting policies that guarantee equal opportunities and meaningful participation for every citizen in society.
The European Commissioner for Equality, Hadja Lahbib, is a key participant. She will present the Commission’s recently adopted communication on the "Enhanced European Strategy for the Rights of Persons with Disabilities 2030." Additionally, ministers from Ireland and Spain, along with representatives from Malta, will showcase best practices in the field of supported decision-making.
A critical element of the summit is the active participation of disability organizations and individuals with lived experience. Their direct insights and recommendations are intended to shape the future of inclusive policy.
In a significant milestone, the European Disability Platform is meeting outside of Brussels for the first time to analyze the European Commission’s new disability initiatives. The series of events will conclude with the Annual General Assembly of the European Disability Forum.
The various meetings held during the conference are designed to be complementary, creating a unified framework for dialogue across political, technical, and social levels. The shared goal remains clear: building a truly inclusive society for all.
