TRA Rejects Logicom Appeal, Greenlights Cyta's 400,000 Smart Meter Contract

The Focus Now Shifts to the Implementation Phase

The Tenders Review Authority (TRA) has rejected an appeal by Logicom Solutions Ltd against the award of a smart meter procurement contract to the Cyprus Telecommunications Authority (Cyta) by the Cyprus Electricity Authority (EAC).

The controversy stems from a bid for the supply of 400,000 smart meters. The TRA's decision, posted on its website, detailed the history of the tender, including a previous failed attempt leading to its reannouncement. Logicom Solutions Ltd, one of the unsuccessful bidders, challenged the EAC's decision, claiming a breach of essential terms of the contest.

Cyta was eventually awarded the contract, a decision contested by Logicom Solutions Ltd. The firm argued that granting temporary measures was imperative to ensure the legality of the decision and to prevent the execution of potentially unlawful decisions, including signing a contract ultra vires of Cyta's legal scope of operations. However, the TRA sided with the EAC, emphasizing the public benefits of the project, which has been in process since 2021 but has not yet been implemented.

The focus now shifts to the implementation phase.
