TfL Calls Out Cypriot High Commission for Unpaid Fees

Transport for London Has Published an Updated List of Foreign Embassies That Have Refused to Pay Their “Debts” for the Congestion Charge

Transport for London (TfL) has published an updated list of foreign embassies in London that have refused to pay their "debts" for the Congestion Charge.

The Congestion Charge has been imposed on vehicles entering the city center since 2003.

According to TfL, the US Embassy tops the list of "offenders" with outstanding debts amounting to £14.6 million. Following closely is the Japanese Embassy, with £10,073,988 in unpaid fees.

The High Commission of the Republic of Cyprus is 26th on the list, reportedly owing £1,435,080 from 2003 to December 31, 2023.

Diplomats from many countries argue that they should be exempt, considering the charge a tax, from which they are protected under the Vienna Convention.

However, TfL and the British Government maintain that the Congestion Charge is not a tax but a fee for specific services, and thus diplomats cannot be exempt.

"We will continue to pursue all unpaid Congestion Charge fees and associated penalty charge notices and are pushing for the matter to be adjudicated in the International Court," TfL stated.
