Public Debate on ‘Diafaneia’ Portal Law Set for Today
A new push for government accountability through a central digital platform enters public discussion in Nicosia.
A public consultation on a proposed law that would establish a national transparency portal—dubbed “Diafaneia”—will be held on Wednesday, June 18, 2025, at 18:30 at the House of the Citizen in Nicosia. The event is co-organised by civil society group Oxygen for Democracy and MP Dimitris M. Dimitriou, who also chairs the Parliamentary Committee on Institutions.
The draft legislation, originally introduced by former MP Michalis Sophocleous and recently re-submitted by Dimitriou, aims to mandate the online publication of all administrative acts and decisions by public bodies. This includes ministries, semi-governmental organisations, and local authorities, as well as broader public sector entities receiving more than 50% of their funding from the state.
Inspired by Greece’s “Diavgeia” system, the proposed law envisions a centralised web platform—*www.diafaneia.gov.cy*—where acts such as appointments, public contracts, budgets, subsidies, and administrative decisions must be published to be legally valid. The platform will be managed by the Deputy Ministry of Research, Innovation, and Digital Policy, with the Ministry of Finance serving as the supervising authority.
According to the draft bill, any administrative act not posted on the portal will be considered legally unenforceable unless otherwise published in the Official Gazette. Exceptions apply for matters of national security, constitutional order, and personal data protection under EU and national law.
Wednesday’s event aims to serve as an open forum for public dialogue, giving citizens, experts, and civil society organisations the opportunity to comment on the law’s content and implementation framework.
