Cabinet to Assign Five New Director-Generals, Wider Reshuffle Not Ruled Out

Five new Director-Generals await placement as reshuffle scenarios gain momentum.

The Council of Ministers, convening tomorrow immediately after the President’s return from Lebanon, is expected to decide on the placement of five newly selected Director-Generals chosen by the Public Service Commission: Kyriakos Iordanou, Georgios Papageorgiou, Pinelopi Papavassiliou, Anna Aristotelous, and Charalambos Roussos.

Vacancies exist at the Ministries of Labour, Health, Defence, and Justice, as well as at the Finance Ministry’s Directorate-General for Growth and the Directorate-General for the Environment. At the Deputy Ministry of Research, Innovation and Digital Policy, duties are currently carried out by Georgios Komodromos, as Director-General Theodosis Tsiolas is on unpaid leave.

The Labour Ministry’s Director-General position will be officially filled on 1 January 2026, once the pre-retirement leave of former Director-General Kostas Chatzipanayiotou ends. Marina Ioannou, Director-General at the Ministry of Transport, is temporarily performing these duties.

Possible Reshuffle Under Consideration

The Public Service Commission is expected to proceed with two additional Director-General appointments. However, the Council of Ministers is not required to fill the vacant posts with the newly selected officials, as legislation allows interchangeability among Director-General positions.

Sources from Brief indicate that President Christodoulides is seriously considering a broader reshuffle to refresh leadership across ministries, with the second half of his term and the 2028 presidential election in view. The President has not disclosed his intentions to his associates and has not yet consulted the new Director-Generals about potential placements.

Profiles of the Five New Director-Generals

Kyriakos Iordanou previously served as Director-General of the Institute of Certified Public Accountants of Cyprus and is considered a candidate for a production-oriented ministry.

Georgios Papageorgiou, former Director-General of the Nicosia Municipal Theatre and a certified accountant, may be placed at the Deputy Ministry of Culture.

Pinelopi Papavassiliou, Secretary of the Council of Ministers and Director-General for Growth at the Finance Ministry, has extensive EU experience expected to support Cyprus’s upcoming EU Council Presidency.

Anna Aristotelous, former Director of the Central Prisons and current Deputy Director-General at the Ministry of Defence, is seen as a possible returnee to the Ministry as Director-General.

Charalambos Roussos, previously Director of the Energy Service, comes from the Ministry of Energy with strong technocratic experience.
